KAPLAN, Judge.

This case is before the Court on the parties’ cross-motions for judgment on the administrative record. Plaintiff, Jeret Rogers, was a member of the Coast Guard before he was discharged from the service on March 1, 2012. He challenges a decision by the Coast Guard’s Board for Correction of Military Records (“BCMR” or “the Board”) that refused to void the discharge.
