CARTER, Justice.

Plaintiffs, Richard Bushby, Judy Lucas, Gina Cucchiara, David Cucchiara, Kevin Ward, and Dale Gonterman, opponents of a proposed tree-clearing project in a county park in Washington County, appeal from an adverse summary judgment denying injunctive relief. The appellees are the Washington County Conservation Board (conservation board) and the Washington County Board of Supervisors (board of supervisors). Appellants contend the actions of the two public boards violated the public-trust doctrine and were arbitrary, capricious, unreasonable, and an abuse of discretion. After…
