OPINION

HORN, Judge.

FINDINGS OF FACT

The plaintiff, John Corrigan, filed a complaint (case no. 07-cv-00541) (the 2007 case) in this court, pro se, seeking overtime compensation under the Fair Labor Standards Act (FLSA), 29 U.S.C. §§ 201-216 (2000), and the Federal Employees Pay Act (FEPA), 5 U.S.C. §§ 5542, 5544, 5546 (2000). In 2004, Mr. Corrigan had filed an earlier lawsuit (case no. 04-cv-1587) which was decided in 2005 (the 2004 case). Corrigan v. United States, 68 Fed.Cl. 589 (2005).
