This is an appeal from a reversal of a final order of the Board of Personnel Appeals and remand by the First Judicial District, Lewis and Clark County. We affirm the District Court’s reversal and remand to the Board of Personnel Appeals for further findings.

This case arose as an appeal of the classification process utilized by the Personnel Division (Division) of the Department of Administration in reallocating certain Montana Highway Patrol Officers’ positions to classes under the State pay classification system.
