South Hills Health System (Employer) petitions for review of an order of the Workers’ Compensation Appeal Board (Board), which affirmed an order of a Workers’ Compensation Judge (WCJ) and denied Employer’s petition to modify the compensation benefits of Joan Kiefer (Claimant).

Claimant worked for Employer as a part-time registered nurse conducting home health care visits when, on October 8, 1996, she sustained a soft tissue injury to her right knee. Employer issued a notice of compensation payable pursuant to which Claimant began to receive workers’ compensation…
