Petitioners-appellants’1 (hereinafter petitioners) challenge to the refusal of *197the Administrator of the Environmental Protection Agency (EPA) to revise his previously promulgated standards of performance for new coal-fired power plants raises difficult procedural problems concerning the proper forum in which such a challenge may be brought.
