I. INTRODUCTION
The Aluminum Company of America (“Alcoa”) has appealed an order of the district court denying Alcoa’s Motion to Quash an Administrative Search Warrant obtained and executed by the Environmental Protection Agency to search Alcoa’s Badin Works, Badin, North Carolina. The district judge referred Alcoa’s motion to the United States magistrate, who filed proposed Findings of Fact and Conclusions of Law denying the motion.
