DOYLE, Judge.

This is an appeal by Odette Harris from an order of the Secretary of Education dismissing the appeal of her demotion by the School District of Philadelphia (District) from Principal of William Penn High School (William Penn), a classification 7 high school, to Principal of Parkway High School (Parkway), then a classification 5 high school. 1
