HERNDON, J.

These cases present an appeal from a permanent injunction issued by the superior court enjoining the Los Angeles City Board of Education and the Negotiating Council, 1 representing the city’s teachers, from entering into the agreement which resulted from the negotiations that led to the settlement of the 1970 teachers’ strike. By stipulation, the two cases have been consolidated on appeal, as they were for trial, since the relevant facts and the legal issues are identical.
