VAN VALKENBURGH, District Judge.

On and prior to the 3d day of December, 1919, the board of education of Albuquerque, N. M„ had in contemplation the issuing of the bonds of its. said school district in the sum of $425,000, for the purpose of constructing certain school buildings in said „ city. On or about December 3, 1919, the American National Bank of Oklahoma City, through its bond department, proposed to said board that it would prepare and furnish all forms and proceedings necessary to the authorization and issuance of *15these bonds, furnishing the required services and supplies, and…
