THIS MATTER comes before the Court on cross motions for summary judgment. Neither side has requested oral argument.
On August 30, 1985, the Federal Home Loan Bank Board appointed the Federal Savings and Loan Insurance Corporation (FSLIC) to be the receiver for Westside Federal Savings and Loan Association of Seattle, Washington (Westside).
