This case was commenced by the filing of a petition intended to come within the original jurisdiction of the Court by the Commonwealth of Pennsylvania (Commonwealth) against Washington Township, Jefferson Township, Municipal Authority of the Borough of Payette City, and the Municipal Authority of the Township of Washington, all located in Payette County (hereinafter referred to as Respondents).
