A petition for the annexation of a portion of Penn Township to the Borough of Selinsgrove was presented to the Selinsgrove Borough Council and on November 7, 1960, the council adopted an ordinance providing for such annexation. Thereafter, under the provisions of the Act of July 20, 1953, P.L. 550, 53 PS §67501, the petition and ordinance having been certified to this court, certain aggrieved persons requested the appointment of a board of commissioners, which board was appointed by the court to inquire into the matter of such annexation and to make findings of fact.
