This appeal is from a permanent writ of prohibition issuing out of the Superior Court of Maricopa County against appellants as 'the Corporation Commission of Arizona on these facts:

On September 25, 1962, Frederick Kallof applied to the Commission for a certificate of public convenience and necessity. A hearing on his application was held by the Corporation Commission on October 9 and 10, 1962, and then continued to December 3, 1962.
