GRANT, Presiding Judge.
Tonto Creek Estates Homeowners Association (the “Homeowners Association”) appeals from a decision of the superior court affirming an order of the Arizona Corporation Commission (the “Commission”) ordering it to assume a certificate of convenience and necessity issued to other persons and ordering it to provide the same level of service to all customers in its entire service area.
