This matter comes before the Court on review of an arbitration award pursuant to 9 U.S.C. § 207 and the Convention on the Recognition and Enforcement of Foreign Arbitral Awards (“New York Convention” or “Convention”). Petitioners BCB Holdings Limited and the Belize Bank Limited (“BBL”) (collectively “petitioners”) initiated an arbitration on October 16, 2008, before the London Court of International Arbitration (“LCIA”) in London, England.
