TUTTLE, Circuit Judge:

This appeal is the consolidation of two suits from the district court, the first involving reapportionment and the second a request for attorneys’ fees and expenses in the first. The reapportionment suit is brought under the fourteenth and twenty-sixth amendments to the United States Constitution challenging the district court’s approval of the exclusion by county officials of a “class” of college students from the reapportionment of Forrest County, Mississippi.
