CATHELL, Judge.

The primary issue presented in this case is the constitutionality of Maryland’s current statutes concerning notice to a property owner in an action to foreclose the right of redemption resulting from a tax sale. 1 Appellant also attacks the adequacy of notice actually made in the case at bar.

The current statute pertaining to notice of an action to foreclose a right of redemption, codified at Md. Tax-Prop. Code Ann. § 14-839(a)(l) (1986, 1989 Cum.Supp.), states that the plaintiff shall show, in the title of the complaint, the last known address of the defendant as obtained…
