MEMORANDUM OPINION
URBINA, District Judge.
I. Introduction
This matter is before the court upon plaintiffs’ motion for a preliminary injunction, defendants’ and intervener’s respective oppositions thereto, and plaintiffs’ reply. 1 Plaintiffs are the Fund For Animals, a group concerned with wildlife issues, and three individuals. Defendants are the federal agencies charged with administering the federal lands at issue in this case.
