Efforts by environmentalists to preserve our natural habitat — in this instance, Fire Island — cannot help but strike a sympathetic chord. Indeed, this is particularly true where, as here, this laudable purpose appears frustrated by a federal statutory scheme which, despite its lofty terms, provides a mere chimera of environmental protection.
