MEMORANDUM OPINION
VINING, District Judge.
This action was filed by the plaintiff to enjoin the construction of three buildings at the nuclear submarine base at Kings Bay, Georgia. The construction of these buildings has been set aside for small business contractors.
On July 10, 1979, bids for the contract were publicly opened, and it was determined that the plaintiff was the low bidder and Griffin Construction Company (Griffin) was the second lowest bidder.
