“Prison inmates are voteless, politically unpopular, and socially threatening____ Under these circumstances, the courts have emerged as a critical force behind efforts to ameliorate inhumane conditions ____
There is no reason of comity, judicial restraint, or recognition of expertise for courts to defer to negligent omission of officials who lack the resources or moti vation to operate prisons within limits of decency____”
