MEMORANDUM OPINION
SAVAGE, District Judge.
In these putative class actions filed on behalf of all policyholders of the defendant automobile insurers whose cars were equipped with antitheft devices and did not receive a ten percent discount on their premium for comprehensive coverage, the plaintiffs allege that the insurers violated § 1799.1 of Pennsylvania’s Motor Vehicle Financial Responsibility Law (“MVFRL”), 75 Pa.
