IVERS, Judge:

The appellant, the ex-wife of a deceased veteran, appeals from a January 30, 1996, Board of Veterans’ Appeals (BVA or Board) decision which denied the appellant entitlement to the proceeds of the veteran’s National Service Life Insurance (NSLI) policy. The intervenor, the veteran’s son, submitted an informal brief contending that the appellant was not entitled to the proceeds of the veteran’s NSLI policy.
