OPINION
LUONGO, District Judge.
Plaintiff, Sovereign Construction Company, Ltd., brought this diversity action against the City of Philadelphia to resolve a dispute arising out of the City’s handling of bids for construction work on the Preliminary Treatment Building at the City’s Northeast Water Pollution Control Plant. As will appear from the statement-of facts below, nearly two years have elapsed since the City received bids on the work in question.
