At the heart of this appeal is whether the District Court of the Virgin Islands retains concurrent jurisdiction over local Virgin Islands crimes when the federal crimes giving rise to that jurisdiction are dismissed midtrial. Ronald Edward Gillette was tried in the District Court for failing to register as a sex offender in violation of federal law, and for numerous counts of aggravated rape and unlawful sexual contact in violation of Virgin Islands law.
