HODGE, Chief Justice.

Adelbert M. Bryan, the Chair of the St. Croix Board of Elections, appeals the Superior Court’s July 30, 2014 order, *209which dismissed, with prejudice, his petition to disqualify Alicia “Chucky” Hansen from the general election ballot for membership in the 31st Legislature. For the reasons that follow, we reverse.
