This is a review of a published decision of the court of appeals, Barnes v. Dept, of Natural Resources, 178 Wis. 2d 290, 506 N.W.2d 155 (1993), affirming the judgment of the circuit court of Dane County, P. Charles Jones, circuit judge. The petitioners, John F.
