The Secretary of Health and Human Services, through his delegates, denied an application for disability insurance benefits and Supplemental Security Income on the basis of an Administrative Law Judge’s finding that an applicant who was suffering from hypertension, arthritis, back trouble, and obesity was physically able to perform the kind of unskilled and semi-skilled work he had done in the past as a janitor, dishwasher, or assembly line worker.
