Budco Theatres, Inc., appeals from an order of the Court of Common Pleas of York County affirming a decision of the Zoning Hearing Board of Springettsbury Township (Board) which dismissed its challenge to the Springettsbury Township Zoning Ordinance, enacted October 4, 1990 (Ordinance).
