MEMORANDUM OPINION AND ORDER

I.INTRODUCTION
On July 17, 2008, the United States of America (“Plaintiff’) brought suit against eleven defendants pursuant to Title VIII of the Civil Rights Act of 1968, as amended, 42 U.S.C. §§ 3601-3619 (“Fair Housing Act”). (Doc. # 1). Over the course of amending its complaint three times, Plaintiff added nine defendants to the nine remaining original defendants. (Docs. # 45, 107, & 168).
