COFFIN, Chief Judge.

This is an appeal from the district court’s order staying further proceedings pending “entry of a final judgment” in Underwood v. Hills, 414 F.Supp. 526 (D.D.C. 1976), and denying a preliminary injunction.

As to the denial of a preliminary injunction, we see no abuse of discretion in the court’s conclusion that injunctive relief would be “inconsistent” with its decision to stay. It was entirely proper for the court to defer, as several other district courts have done, to the message implicit in the Supreme Court’s stay of judgment in Underwood: i.e., that court-ordered…
