This appeal stems from the invalidation of the transfer of a 1950-1951 license and cancellation of. a 1951-1952 license (both being plenary retail consumption licenses for the sale of alcoholic beverages) by the Acting Director of the Division of Alcoholic Beverage Control, Department of Law and Public Safety, State of New Jersey, hereinafter called the Director.
