The plaintiff, the Commonwealth of the Northern Mariana Islands (“CNMI”), is a judgment creditor as to two tax judgments obtained against the two individual defendants, the Millards, nearly two decades ago. It here moves for a turnover order, pursuant to Rule 69 of the Federal Rules of Civil Procedure and N.Y. CPLR § 5225, as well as a preliminary injunction and additional discovery.
