I. OVERVIEW
On May 12, 1999, Thomas Hargrove (“Hargrove”) was charged in eight counts of a seventy-three-count, multi-defendant superseding indictment. Pursuant to a plea agreement, he pleaded guilty on May 23,1999, to one count of distribution of and possession with intent to distribute cocaine base.
