The People, on the relation of James P. Younger, filed a petition for mandamus in the circuit court of Cook county to require the city of Chicago, the mayor and the commissioner of buildings to approve certain plans for the con-, struction of a milk-distributing plant to be erected on certain premises in the city of Chicago and to issue and deliver to the relator a permit for the construction of the same.
