Illinois Mason Contractors, Inc., filed a petition for a writ of mandamus to compel the city of Wheaton and its building commissioner to issue a building permit for the construction of a commercial building with apartments. When the application was made, such a use was permitted under the zoning ordinance. Thereafter the ordinance was amended and the property was. placed in the class A single-family residential district."
