Plaintiff appeals from a circuit court order upholding the decision of the Department of Registration and Education (Department) to deny her a license as a registered professional nurse. We affirm.

Plaintiff passed the National Council Licensure Examination (NCLEX) in Wisconsin in July 1984, and was subsequently licensed as a registered nurse in that State. She then applied for licensure by endorsement in Illinois, but the Department denied her application on the ground that she did not qualify under section 22 of the Illinois Nursing Act (Ill. Rev.
