This case involves a dispute over the amount of payments in lieu of taxes (“PILOTS”) that Plaintiffs, the Houlton Band of Maliseet Indians (“the Band”) and the Houlton Band of Maliseet Indians Tribal Housing Authority (“the Housing Authority” or “the Authority”), owe to Defendant, the Town of Houlton (“the Town”), for a parcel of land known as the “Longstaff ’ parcel.
