This is an administrative appeal from an order of the Public Utility Commission (the Commission) reducing rates charged for electric utility service by the Central Power and Light Company (CPL). The City of Alice and 85 other cities (Cities), as well as the Office of Public Utility Counsel (OPC), intervened in the administrative proceedings and appealed portions of the Commission’s order to the district court.
