MEMORANDUM OPINION AND ORDER

I. INTRODUCTION

Robert Johnson (“Plaintiff Johnson”) filed a pro se second amended complaint on behalf of himself and his two sons, Jamal and Jamir Johnson (“minors”), 6 and 5 years of age respectively (collectively “Plaintiffs”).
