SCHREIER, District Judge.

PROCEDURAL HISTORY

[¶ 1] Petitioner Ronald I. Goff seeks judicial review of the arbitration decision of the Public Law Board (Board) pursuant to the Railway Labor Act, 45 U.S.C. § 151-188. Goff argues that the Board’s decision was the result of fraud and was entered without procedural due process. The employer, Dakota, Minnesota & Eastern Railroad Corporation (DM & E), filed a counterclaim seeking enforcement of the award, or in the alternative, that the Board decision be vacated on public policy grounds.
