OPINION

QUIST, District Judge.

Plaintiff, Foundation for Interior Design Education Research (“FIDER”), has sued Defendant, Savannah College of Art and Design (“Savannah College”), pursuant to the Declaratory Judgment Act, 28 U.S.C. §§ 2201 and 2202, for a declaratory judgment that FIDER’s decision to deny accreditation to Savannah College was - in accordance with FIDER’s own procedures, supported by substantial evidence, and not arbitrary or capricious.
