Plaintiff California Sportfishing Protection Alliance (“Plaintiff’), a non-profit environmental organization, filed this citizen suit against Defendants The Shiloh Group, LLC (“TSG”) and Thomas Nelson (“Nel-_son”) (collectively “Defendants”) seeking to enforce the Clean Water Act (“CWA”).
