MEMORANDUM OPINION

Presently pending and ready for review in this action seeking declaratory and injunctive relief are the motion for leave to file a third amended complaint filed by Plaintiff Washington Gas Light Company (ECF No. 63) and the motion for summary judgment filed by Defendants Prince George’s County Council, sitting as the District Council, and Prince George’s County, Maryland (ECF No. 65).
