I. Background

The Immigration Judge (“IJ”) denied petitioners asylum but withheld their deportation to Ethiopia. The Board of Immigration Appeals (“BIA”) later designated Canada as the alternate country of deportation in order to correct the IJ’s failure to designate an alternate country.
