By order of 11 May 1973 we required by certiorari two cases in the Circuit Court for Howard County, State v. Charles Abraham Baker, III, Criminal No. 5784, and State v. Charles Thomas Dodd, Criminal No. 5822, to be certified to us for review and determination. Code, Art. 5, § 21. Each of the cases came to the Circuit Court for Howard County for trial de novo upon appeal from the District Court of Maryland. Code, Art. 26, § 156.
