Ellington, Chief Judge.

The Georgia Department of Community Health (“the Department”) appeals from an order of the Superior Court of Fulton County that denied its motion to dismiss a complaint filed by Data Inquiry, LLC. According to the Department, the trial court erred in finding that Data Inquiry’s claims were not barred by sovereign immunity. For the following reasons, we agree and reverse.
