GINSBURG, Circuit Judge:

Pan-Alberta Gas, Ltd. and an affiliate petition for review of orders of the Federal Energy Regulatory Commission authorizing Northwest Pipeline Corporation to add capacity to its natural gas pipeline and to sell that capacity to Duke Trading and Marketing, LLC and its affiliate. Pan-Alberta argues that the orders are not based upon substantial evidence in the record, arbitrary and capricious, and contrary to both Commission policies and Northwest’s tariff.
