OPINION
HARTZ, Chief Judge.
{1} On July 29, 1997 the district court entered a judgment ordering a new election for two positions on the Tularosa Village Council. The Contestees — the Village and Margaret Gonzales (the Village Clerk) — appeal. We reverse and remand for entry of judgment in favor of the Contestees, upholding the official results of the municipal election conducted in March 1996. Although there were irregularities in the voting, the district court may still have been able to determine which candidates received the greatest number of valid votes from lawful voters.
